No. I don't think he has a track record even in his hometown re: economic planning. So there is no measure to back up whether he is fit or not to assume a higher responsibility. College degrees alone or a less than prolific stint as a politician are not sufficient factors for consideration. Of course, it is widely known that the age old principle of "whom you know" is at work here. Perhaps, God forbid, he may simply be non chalant about the job, sit out the remainder of his term until the next election comes along and, yes, he'd in all probability run again for an elective office. Being a politician runs deep in his blood, that even his actress wife chose to be one, and he will surely look forward to the next polls. Meantime, sorry for poverty reduction!
