    Mr. Mike Bolos for OWWA Administrator!!!

     to all OFW's and relatives,

     i have not known Mr. Mike Bolos personally, but what i have gathered, he was once an OFW himself and a successful entrepreneur from his province in pampanga.

    an honest and dedicated person who has the heart most especially for all OFW's.  i would like to voice out my opinion that he is the ONLY ONE who can perform the job of an OWWA Administrator.

    If Mike Bolos is a successful entrepreneur, why would he join the government? This should be the last thing in his mind!

    I didn't know that OFWs remittances are charged "documentary stamps" equivalent to 15% of the remitted value! This is also taxation! And in the case of OFWs, this is double form of taxation! May income tax na, may documentary tax pa! Kaya pala "hero" sa gobyerno ang OFWs..."madaling gatasan!"

    Please be informed that I am humbly withdrawing my name from the nomination for the post of OWWA Administrator to give way to the nomination of Dr. Astillero from Saudi.
     
    The reason for this could perhaps be summed up in the two latin words "Altiora Peto" meaning I seek for the higher things. The higher thing for me right now is to preserve the unity among the ranks and present a united OFW front to the government officials and to all that matters here at home.  
     
    The most difficult part of any endeavor is getting started.  This OWWA Administrator post could well be the beginning to get us, OFWs & OFs started to be recognized as a united potent force to be reckoned with and as such, it is important at this time for us to be united.
     
    It would be such a pity to let go of this opportunity that may not come again.

    that is exactly the main reason why OFW's are looking for OFW nominees to head OWWA.  they were worried pichay would accept the position.  OFW organization all over the globe wants a full-blooded OFW to handle this office and they are still working out to find who best suits this purpose. 

    unfortunately, people from PPP (one organization in riyadh, KSA) nominated one person (petition is already out for signatures, even without the consensus of other OFW groups.  check link: http://www.petitiononline.com/OWWADMIN/petition.html), apparently is also interested to run in the 2010 election.  hmm, teka, teka....

    let's cut the crap about OFWs being modern day heroes. OFWs know better. At best the title is just a consuelo de ***!
     
    But one thing I can say is that it is  time OFWs assert themselves. The issue about OWWA is one of urgency! It is time to act and assertively. 
     
    OFWs must assert their rights on such an important issue.
     
    But I must take exception to Escudero's 'no nonsense proposal' to have a career executive to lead OWWA. If he means by a career executive one who has grown from the ranks, and I assume,  must have imbibed the culture of inbreeding, along with it political compromise and accommodation. There is a corrupted culture in OWWA, or more appropriately said,  a culture of corruption. With the exception of a few good men, getting one from among the career service makes no sense!
     
    OWWA must have a fresh start. OFWs need a person who has the qualification that fit him to the job. Not a square peg in a round hole! A good mix of qualifications that fits him to the specifications of the job. I'd say a list of musts includes moral integrity,  a track record of commitment to migrants' welfare, entrepreneurial and managerial skills. The man/woman/gay must be one who knows the trees but also has the capability of seeing the forest.
     
    While at this, I seriously think we are missing the opportunity by not getting Mile Bolos for OWWA.
     
    I do not know Mike personally, but what I have heard about him convinces me he is OFWs' man to lead OWWA: his commitment to migrants welfare, his success as an entrepreneur, and definitely along with this, his managerial skills. Mike's vast experience in the fields of Finance and Accounting coupled with managerial skills makes him the professional for the job.
     
    More importantly, Mike knows what ails OWWA!
     
    My friends, could we ask Mike to reconsider his decision?
     
    This indeed is the time to seize the day. Carpe diem!"

    dark horizon. A crisp fresh wind had blown in the boiling weather in
    Arabia. ITS JUST LIKE FINDING AN ANSWER TO A LONG FESTERING PROBLEM.
    ITS LIKE EUREKA! I FOUND IT!!!

    It was what was in my mind when I answered your email. I told you
    that your idea of nominating Mike Bolos was so novel. Though I have
    not personally met Mike, except for our exchanges of emails during
    the hight of the Petition spearheaded by the V-Team asking for a
    special exchange rates for the OFW remittances, I knew that Mike
    Bolos is a man of conviction and of unquestioned integrity. An
    upright and a moral person. Added to this is his personal
    qualifications and his vast experience as a former OFW himself and
    now as a social entreprenuer. I was previlleged to have read his CV
    and this is what I can say. HE IS MORETHAN QUALIFIED TO BE THE
    ADMINISTRATOR OF OWWA. WE HAD FOUND THE QUALITIES OF THE PERSON THAT
    WE WANT TO HEAD THE OWWA IN MIKE BOLOS!

    You are right Ka Rashid, we OFWs are in a state of paralysis for too
    much analysis that sometimes we are leftout in this fast moving
    world. We are too reactive in the mundane things in this world. It
    is high time that we should be PROACTIVE. It is high time that we,
    OFWs set our own agenda and not be dictated by the powers that be.
    AS THE RIGHTFUL OWNERS OF THE BILLIONS OF OWWA FUNDS WE SHOULD
    DEMAND FROM OUR GOVERNMENT THAT IT SHOULD BE "US" WHO SHOULD NAME OR
    SELECT WHO SHOULD BE THE NEXT OWWA ADMINISTRATOR.

    IT IS HIGH TIME THAT WE OFWS SHOULD UNITE AND LAUNCH A MOVEMENT THAT
    WOULD EMPOWER US TO RUN AND ADMINISTER OUR OWN ORGANIZATION THAT IS
    THE OWWA.Appointing a former OFW as administrator is a first step to
    this direction, and let us not stop after this. Staffing this agency
    with qualified former OFWs is the next thing to do. Establishing an
    OFW Bank, an OFW Medical Center and others should be in the "road
    map" of the next OWWA administrator. This may sound utupian but I
    believe that these things can be done. With political will, IT CAN
    BE DONE!

    With this in mind I humbly call on Her Excellency, Pres. Gloria
    Macapagal Arroyo, if it is indeed that you want to establish your
    legacy and be remebered as a good president, in the name of the
    almost 9 million OFWs througout the world, please name a former OFW
    himself to head the OWWA as its Administrator. For this we have
    humbly nominate your own "kabalen" in the person of MIKE C. BOLOS JR.

    Please Mrs. President, for once make us proud that we are indeed the
    new heroes or our beloved Philippines!!!

    Group: Get 'insider' not Pichay as OWWA chief


    (UPDATED 9:20 p.m.) MANILA, Philippines - An umbrella organization of recruitment agencies in the Philippines appealed to President Gloria Macapagal Arroyo on Friday to appoint a career official instead of a losing senatorial candidate to lead the Overseas Workers Welfare Administration (OWWA).

    In a phone interview, Jackson Gan, spokesperson of the Federated Association of Manpower Exporters (FAME), told GMANews.TV that they are endorsing former OWWA deputy administrator Angelo “Jijil" Jimenez to the top OWWA post.

    The position of OWWA administrator became vacant after former OWWA chief Marianito Roque was promoted and appointed by the President as secretary of the Department of Labor last month.

    Gan said FAME had sent a letter to Mrs Arroyo endorsing Jimenez as the OWWA administrator. The President is the only appointing authority for the top OWWA post.

    "Although we respect that appointing officials in the government is President’s prerogative, we hope our endorsement can guide her to make the right choice," he said.

    Gan expressed apprehension after receiving information that Mrs Arroyo has already signed the appointment paper of defeated senatorial candidate and former Surigao del Sur Rep. Prospero Pichay to replaced Roque.

    "Nothing personal, but aside from being a politician wala na kaming alam kay Mr Pichay (we know very little about Mr Pichay). Aside from the welfare of about eight million overseas workers, OWWA is handling billions of OWWA funds. Kaya dapat may malawak na kaalaman yun uupo sa OWWA kaya dapat insider hindi outsider (That's why only someone with broad knowledge should take the top post. It should be an insider not an outsider)," Gan added.

    The Center for Migrant Advocacy (CMA) also expressed its opposition to the possible appointment of Pichay to the OWWA’s top post.

    In its statement sent to GMANews.TV it said: "After the failed bid to clinch control of the cash-rich Customs Bureau last December 2007, former Surigao Rep. Prospero 'Butch' Pichay is reportedly being eyed to head the OWWA and thus take control of OWWA’s P10 billion peso fund." 

    The CMA noted that, “Our fears are not without basis. A few months before the last 2004 elections, on 2 February 2004, Labor Secretary Patricia Sto. Tomas, the acting OWWA chairperson at that time, and OWWA Administrator Virgilio Angelo signed a resolution transferring P530 milllion from the OWWA medicare fund to the Philhealth. The money enabled Pres. Arroyo to give away Philhealth cards to non-OFWs during her pre-campaign sorties."

    The group urged its colleagues in migrants' rights advocacy and Filipinos abroad should be vigilant in protecting the OWWA funds from misuse. 

    “Let us assert our right to participate in the appointment of the next OWWA administrator. Let us insist on transparency, integrity, and credibility in this exercise."

    It added that, “the next OWWA chief must be able to consolidate the agency, and come up with effective mechanisms to monitor, defend and invigorate OWWA’s mandate and properly use its fund. We enjoin all OFWs and their families, migrant organizations and other stakeholders in these efforts. Let us unite and join forces, and make our voices be heard."

    At least two separate online petitions endorsing Jimenez and Riyadh-based Doctor Mohammad Ali Carlito Astillero as OWWA chief.

    Petition for Jimenez as OWWA chief already garnered more than 3,700 signatories, compared to Astillero with 1,130 signatories as of Aug 1. 

    Choose an OFW

    Meanwhile, chairman emeritus Rudy Dianalan of KASAPI Congress, an umbrella organization of Filipino community groups in Jeddah pointed out that there is clamor from overseas Filipinos abroad for the next OWWA Administrator to come from the ranks of OFWs. 

    According to him, OWWA is a critical lifeline for OFWs so their concern is paramount. He even suggested that the diagnostic also delve on how OWWA measures up to the expectations and aspirations of OFWs from the agency. 

    A consultation with OFW communities on the appointment of the Administrator would show the government's consideration, he said. 

    OWWA qualifications

    Assistant Labor Attaché Adam Mussa said that the next OWWA Administrator must meet the qualification of the former Administrator. 

    He said that to qualify for the top post he must have the following criteria to meet the requirements:

    1) Somebody with the working knowledge on overseas employment specifically on welfare and protection of the overseas Filipino workers worldwide; 

    2) Somebody who has the trust and confidence of the national government and the president for that matter;

    3) Somebody who is educationally qualified and competent to serve the OFW; and

    4) Somebody who has the vast experience in the protection and advancement of the overseas Filipino worker.

    Aspirants for the top position were asked to lay down their planned "program of action" so that overseas Filipinos could decide intelligently who to endorse.

    Reports said that aside from Jimenez and PIchay, former labor undersecretary Anthonette Allones and Riyadh-based Medical Doctor Mohamad Ali Carlito Astillero are also being considered to the post.

    Atoy Esguerra, current Chairman of the Overseas Filipino Cooperative Council in Jeddah wanted POLO Labor Attaché Des Dicang to be included also in the list. According to him, Dicang gave his best in serving the interest of OFWs. 

    Crizelda Zamudio and Chelly Balasbas who handles the Human Resource Department in Saudi German Hospital said representing a group of people more so considered new heroes. - GMANews.TV

    thanks for the info.  actually, nominations for the post is not yet final.  three names are in the shortlist of possible nominees are up for grabs, namely mr. jimenez, dr.astillero and we are trying here to get mr. mike bolos (his letter of withdrawal i have posted earlier in this thread), to re-consider.

    i am trying to reach to other OFW's and relatives to come out and voice their opinion regarding this matter so that we can show how much we want to participate in this process.  this is a very delicate issue to be left to the administration to decide as it concerns OFW's and relatives welfare.

    so far, discussions is still ongoing.  i just hope that ka mike bolos comes on top!!!

    national election is just around the corner, if we let this post occupied by the administration appointee (just like GSIS/garcia & SSS/neri), then we all are in deep trouble!!!

    I do not know why you are so much in favor of Mr. Mike Bolos (personally, I do not know him too). Isn't because he is a former OFW so he know everything about Filipino sentiments abroad? Despite of his sympathetic withdrawal letter from the nomination, you are still hoping and reaching out for support from the OFW's that he may be still tap for the job.     I appreciate ur reply. You mentioned about UNITY? Unity for what? Well, that will be truly remarkable if your candidate can accomplish that anyway. Remember those who talk about unity are many but mostly meek in action. I advise he should better run for a public office, like for instance forming or joining a party-list group that would concern about OFW's. In this manner, for sure he could gather tremendous support from the Filipinos abroad.

    I do not have any personal dislike to your respectable nominee and I admire him too for being a former OFW and a successful entrepreneur nowadays. I am just voicing out my thoughts just like anybody else here in the forum. I should have instead support him in the first place, in view of the fact that I am also an OFW like him but that is not the way I see it. What OWWA need is a top dog that can be TRUSTED in handling its billions of fund. With most of our government agencies are stained by rampant corruption, we must never allow this practice to happen in OWWA. I have no direct suggestion who the next boss will be, but whoever he/she is, let it be.

    There are many technocrats, in both private or the academe, who could be tapped for responsible positions in government. We need independent minded officials in the government service!
