The subsidies should benefit the farmers. If I'm not mistaken, the subsidy you are talking about is the public fund being used by the government to purchase the rice produced by the farmers at a fair price. This is necesssary in order to absorb the impact of high operational cost (fertilizer, farm implements, milling cost, etc.) which will otherwise make it hard for the farmers even to retrieve their expenses. However, inspite of the subsidies the farmers are discourage to plant rice, there is something wrong in the system. The problem with the concern government officials (I believe, the government is good in its original state, it is those who runs it are the problem) are good only in publicity but not in action.
Maybe it is true that the word "Propaganda" is our country's contribution to world dictionary?
