We also have to consider that cost of living also differs by regions. Cost of living in Manila is more expensive than in other cities. That's why pay is bigger in Manila.
Maybe a better solution to keep people from getting out from their regions is for their local government units to spend more on the progression of their region. Like spend for infastructure, make good business policies, a safer environment..etc. This will make the area more attractive to businesses. An increasing number for businesses will also mean an increase in job oppurtunities.
Before a lot of people from the south will tend to go to Manila because the jobs are there. But at present Cebu can offer a lot now so they don't have to go too far.
If key cities in other areas can progress like Cebu or like any other fast progressing cities in the country then people in their areas doesn't have to go that far to look for jobs.
...But then again our system of government is just too centralized that money earned from the regions has to go to the center first before they can have it back. Worse they could still possibly receive less than they earned. This impedes the progress of the regions...
Maybe it could be ideal if we accept a federalistic approach to our government so that our regions don't have to rely much on the "Center".
